California asks for a smog test at three moments: your biennial registration renewal (the renewal notice tells you when), the sale or transfer of a vehicle, and the first California registration of a car brought in from out of state.
A few vehicles skip the test altogether: anything fully electric, gas models built in 1975 or earlier, and diesels from 1997 or earlier. Newer gas and hybrid cars get a grace period too — for roughly their first eight model years the DMV charges an abatement fee in place of the biennial test. If your notice says otherwise, the notice wins; questions? Call (805) 644-5152.
